What
Governmental Seveso audit focusing on Safety Instrumented Systems. Failed to demonstrate state-of-the-art compliance for the evaluated safety instrumented functions.
Solution
Reverse engineering of the evaluated safety instrumented functions according to the IEC 61511 standard.

Evaluation of the HRA including review of P&ID, SIL and proper independence.

Interactive workshop to develop a Safety Requirements Specifications template accommodating the requirements for the safety instrumented functions.

Verification of the achieved SIL supported by PFDavg calculations and challenging the feasibility of the overall plant parameters like the periodic test interval and level of in-depth testing. Reviewing alignment and consistency with the logical and electrical drawings.

Drafting new validation and periodic proof test sheets with proper pass/fail criteria for the operator.

Proper V-model integration by witnessing the new proof tests and thus making sure the safety instrumented functions are in line with the Safety Requirements Specifications.

Results
Competence boost
The workshop-based approach gave us the opportunity to introduce the project team to the extensive list of requirements needed, including the impact of critical requirements on the operational phase. It facilitated a one-team approach during the complete project duration. We logged the competences of the project participants to ease the mandatory competence management.
Cost-saving
In-project specific training resulted in both Engineering and Operations gaining clear insights and better understanding of limited extra capital investments in relation to the mid-term wins on operational cost of safety instrumented functions.
